AP Executive Staffing is hiring a Payroll Manager to oversee Payroll Services and Systems Administration. This critical hire for our customer, an 8,000+ employee, multi-facility organization, needs a proven leader with a track record of effective management of all aspects of payroll operations and management in a fast, team-based environment. Reporting to the Finance Director, you will directly manage a team of approximately 20 Payroll Services and Systems Coordinators and Payroll Specialists.
Payroll Services Management functions:
- Implement and monitor payroll processes, policies, regulatory updates /changes, and standard operating procedures to improve transactional efficiencies and ensure optimal service levels.
- Determine and drive payroll service goals through consistent and effective staff management, process improvement and reporting.
- Serve as the primary resource for all Payroll associates on Infor, Lawson S3, BSI, Perceptive, Taylor Communications and Kronos technical issues.
- Provide policy & procedure guidance to support the team response to payroll related inquiries.
- Oversee the processing of federal and state tax payments, quarterly payroll tax returns, W-2’s, electronic transmissions, banking functions (including ACH and positive pay), and Percent Allocation.
- Work with the HR compensation team to interpret and build new pay rules resulting from changes in federal and state regulations and union negotiations.
- Serve as liaison with HR for both union negotiations and arbitrations to provide advice and verify labor agreements are based on articles that can be operationalized using the current systems.
Payroll Systems Administration functions:
- Act as liaison between the payroll department and multiple Information Systems departments to ensure understanding and implementation of payroll system requirements and revisions, including identification of system revisions, formulating system requests and recommendations, and analyzing post-implementation results of system changes.
- Implement and maintain payroll systems developed in-house or from outside vendors.
- Monitor system functionality, preparing feasibility studies of systems modifications and changes.
- Facilitate the creation and training of documentation of system functions and capabilities & assist HRIS in the training of timekeepers and system users.
- Support application upgrades and expansions to meet user and organizational needs, including testing and implementing of the functional changes.
- Serve as a liaison and primary contact for HR providing information as requested
- Act as the backup for payroll processing on a weekly and bi-weekly basis, with the primary payroll check processor being the Payroll Services and Systems Coordinator.
Experience/Skill Requirements
- 5+ years of Payroll experience in a multi-facility, high-volume environment (5,000+ employees)
- 3+ years Supervisory experience including process orientation and project management skills
- 3+ years payroll system implementation experience including Time and Attendance and ERP Systems
- 5+ years of experience navigating federal and state wage and hour laws as well payroll tax and compensation laws.
- Multi-Systems expertise
- Advanced Microsoft Word, Excel and Outlook software applications
- Expertise in leading and managing significant change initiatives and continuous improvements in payroll processing and in labor analytics
Experience/Skill Preferences
- Bachelors in Business Administration or related field preferred, not required
- Experience with Infor, Lawson S3, BSI, Taylor Communications and Kronos ideal
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP) preferred
- Experience in a healthcare setting preferred
- Proven track record in building partnerships and relationships using exceptional communication and organizational skills as well as problem-solving abilities
- Track record of success in problem analysis and resolution; strong written and verbal interpersonal communications skills; analytical skills
Salary range: $100-$150,000 DOE
Notes: Some local travel is required to other facilities; periodic extended work schedule required to ensure the completion of all necessary payroll processing activities, including holiday pay weeks
